Iowa City Department of Planning and Community Development
First envisioned in Iowa City’s Central District Plan, adopted in October 2008 and made even more sensitive and urgent by that year’s Iowa River flooding, the reclamation of the partly industrial waterfront for public use and wider flood-immune redevelopment is now getting a decisive conceptual impetus from a series of community workshops held November 11-13 as part of the U.S. EPA Smart Growth Implementation Assistance Program (SGIA).
An EPA-assembled multidisciplinary team of experts, including Coral Gables, Florida-based Dover, Kohl & Partners principal Victor Dover and San Francisco-headquartered Nelson/Nygaard Consulting Associates principal Tom Brennan, report Iowa City Press-Citizen writer Rachel Gallegos and Daily Iowan writer Mitchell Schmidt, joined local and state officials on a tour of the Riverfront Crossing District, most suited for the central area’s dense development thanks to more than 30,000 University of Iowa students and some 16,000 jobs in walking distance of the Old Capitol.
The neighborhood, observed Iowa City Department of Planning and Community Development Director Jeff Davidson, is already attracting the young with its 24-7 vibrancy and last year’s flood only hastened the need for its redevelopment. At a subsequent public session, officials and EPA team experts discussed smart growth tactics, including efficient land use, walkable streets and good design, in the context of a possible restoration of passenger rail service, absent in the Iowa City/Cedar Rapid corridor since 1953, and the introduction of Amtrak service between Iowa City and Chicago.
